what is going on with disc priests

However I'm still unsure as to what is going on with disc priests.

The mitigation spec's shields are still less efficient then our other heals are and yet half our tree and wow po mastery is designed around DA and PW:S.

Am I the only one of the opinion that for a disc priest bubble should be your most efficient heal?
